- ➤ Billings business owner Patrick Olp — who is campaigning for the Ward 5 seat — and former Public Service Commissioner Tony O’Donnell are running for the city council to represent the West End. - ➤ Montana Department of Health and Human Services confirmed Friday that Billings is the focus for a new $26 million mental health hospital to serve the forensic population.
