Proceeds will fund a website upgrade and park grants amid an $800,000 shortfall, and no City Council decisions will be made if a quorum is met — keeping the event strictly focused on the awards. - ➤ Thirteen members of the Billings Caledonian Pipes and Drums reached their lifelong dream by traveling to Scotland, where they performed at Gordon Castle and attended a two-day workshop at the National Piping Center.
