- ➤ Billings business owner Patrick Olp — who is campaigning for the Ward 5 seat — and former Public Service Commissioner Tony O’Donnell are running for the city council to represent the West End. - ➤ Montana Department of Health and Human Services confirmed Friday that Billings is the focus for a new $26 million mental health hospital to serve the forensic population. - ➤ Bill Refsland, a 60-year-old cancer survivor from Billings who has faced four types of cancer and many treatments in his nine-year journey, said the Billings Clinic palliative care team helped ease his pain and worry.
